Case Studies

Milwaukee Housing Authority-Phase 1 and 2: MJLM successfully completed a compensation services project for the Housing Authority of the City of Milwaukee (HACM).  The primary purpose of this project was to evaluate HACM’s current compensation practices and to recommend compensation practices and a compensation system upon which future rates of pay could be based. 

Key tasks/deliverables by MJLM included the following:
  • Analysis of current compensation practices;
  • Development, design, and administration of a Job Analysis Questionnaire (JAQ);
  • Development and oversight of  benchmark survey/market pricing of select positions;
  • Research of compensation systems utilized by other Public Housing Agencies of similar size (4,000 – 10,000 conventional units) and program diversification;
  • Development  and implementation of a formal job evaluation system using six (6) well-defined compensable factors;
  • Development of a pay grade structure;
  • Development of an externally competitive and internally equitable compensation plan;
  • Development of a strategy and timetable for implementing the recommended compensation plan; and
  • Development of a comprehensive compensation plan manual, which included pay philosophy, and compensation policy and procedures.

Upon completion of Phase I, MJLM was selected to perform the compensation implementation assistance services for the Housing Authority of the City of Milwaukee (HACM).  The project is the result of recommendations made by MJLM to evaluate HACM’s current compensation practices and to recommend compensation practices and a compensation system upon which future rates of pay could be based.

  • development of performance management policy and procedures manual
  • development and facilitation of performance management system training for employees and supervisors
